Well if it’s an FPS, you can just create a 2D vertical billboard and align that to the camera or Z axis within your code / game. You dont have to make it facing the Z within TFX, Just rotate your Sprite plane within your editor.

You could Try using the “Animated Texture Sheet” option of the Shuriken particle system within Unity, then using a combination of Horizontal and Vertical billboards, that intersect with one another to give the illusion of a 3D sprite. This is how I achieved a few of the effects on Warhammer 40,000: Storm of Vengeance.
