Problem solved!
A note – if you have an effect which has periods with no particles it get removed from the particle manager after specified time. This is important if you create a composed effect with sub-effects which are triggered after some time. A suggestion for the particle engine would be to have a duration parameter which, when set, would override the idle time parameter.
Problem solved and there is no bug! SetIdleTimeLimit to higher value solved the problem! 🙂
